This is due to the slow move in profits from operative systems that the industry has seen in previous years. Now there is much more an emphasis on innovation and development of new devices, and interfaces, like the new ipad Air  due in stores on 1st of November, so consumers will get apple os for free.

Wireds Ryan Tate says “Prices of Apple’s Mac OS X have long been on the wane. After four releases that cost $129, Apple dropped the operating system’s upgrade price to $29 with 2009’s OS X 10.6 Snow Leopard, and then to $19 with last year’s OS X 10.8 Mountain Lion. ”

Microsoft the real king of operating systems during the 80’s and 90’s are following suit and announced last week that upgrading to Windows, version 8.1 will be free.
